You can use tools like LinkedIn, Zoominfo etc to connect with HRs. You can also look for friends in that organisation to find their email / cell to reach out to them. 1/10 HRs would not like this, but it is worth the shot.

If you want to reach out to HR of a company, Understand the company and the concerned HR personnel by going through Linked in profiles. Understand the right person to approach by going through the company / HR personal posts.
Be clear about the purpose of approach and send a connection request to the concerned.
Ensure your profile details are in Oder and active
